City Plot Clarificaiton

I tried doing a search for the answer to this question but was unable to find anything..

We had a tournament last night and there was some confusion and dispute over the City Plot cards. When you reveal your plot card and its one of the "City Plots" this card does not count towards your used pile total for the when revealed effects does it ?

For example a player coudnt play city of sin on the first turn and count that as his used pile to kneel one guy on the first turn ?

What you need to refer to in the FAQ is the part that talks about Plots, and the three different states they can be in: Unused, Revealed, and Used.

The plot card that is currently Revealed is not yet in the Used pile.

Let me quote the Rulebook:

"Plot cards are
kept in three states: in the plot deck, revealed,
and used. When you reveal a plot card during
the plot phase, it moves from your plot deck to
a revealed state. When you reveal a new plot
card, place it on top of your previously revealed
plot card. (All plot cards under your currently
revealed plot card are considered your “used”
plots.)"

So by definition, your revealed plot is not in your used pile. To make use of the City plots, you need a "seed plot": either City of Lies (for Shadow decks) or At the Gates (for non-shadow decks).

Yeah I knew it was like this, everyone basically agreed with him though and it was over ruled lol ...Now I can show them this post, thank you.

Or the rulebook.

If the plots went into the discard pile before they took effect, At the Gates (GotC) wouldn't work.
