I just got an update/acknowledgement/dont troll people thing when I visited the forums. It said there is going to be a sticky for common rules issues so they are not buried... where do I find this?

I got the same thing, and I think they meant the FAQ. This was a very general reminder, and it pertained to all the FFg boards, not just the AGoT section.
