Laughing Storm + Val

I feel like this has been asked before, but I tried a search and couldn't find anything on it.

To clarify: Val + The Laughing Storm (standing) = Draw 3 cards, do what you like with them?

on a related note, does the +1 card for Knights of the Realm count towards the draw cap?

Val + Laughing Storm means that if you can't play the card it doesn't get discarded. However, if you have three gold, trigger Val, and draw a character that costs three gold, you still have to play it. You can't just say "I don't want to play it" and keep it. Val still forces you to play the card if you are able.

Knights of the Realm (and Kings of Summer and Seal of the Crown) counts towards the draw cap. The only thing that gets around the draw cap is the Master of Laws title.

The Master of Laws title does not count toward the draw cap because it is not actually a card effect.

Then Stannis Baratheon (KotS) can "negate" Kings of Summer and Knights of the realm as Agendas are cards, right?

If Stannis Baratheon is the only House Baratheon King character in play, he gains: "Players cannot draw cards through card effects."

That's correct. As long as that text on Stannis is active, the only cards players will draw are the regular ones in the draw phase and the one from the multiplayer title.
