I apologize if this is spelled out elsewhere in the forum, but I couldn't find it and the Rules/FAQ didn't seem to specifically address this question (but maybe it's considered obvious).
If you control another player's character, can you choose that character to fulfill military claim?

You sure can. Any character that you control is a valid choice for claim (barring other restrictions, like Cannot be Killed) regardless of who the card's owner is.
You can use any card you control to pay for costs as well (provided they meet the restrictions for what they pay for), regardless of who owns it.
