Possible yes, but not very worthwile I think.

It's certainly not designed to be played "solitaire" if that's what you mean. But I have found it helpful to set up a scenario and play both sides to learn rules and experiment with strategy. So, in a way you can play ToI by yourself, but it wouldn't be very satisfying in the long run.

I tried it once. I enjoyed it. It's a good way to get yourself familiar with the rules, but you have to be very careful because you don't have a second brain to help you remember how things work! If you're dying to try the game and it's going to be a few days until a buddy can come over, give it a shot. The worst that can happen is that you won't find it much fun to play both sides and decide to wait until you can play with a friend.

In some ways, playing solo does have potential - not only for testing different setups and strategies, but also as a modified form of the army games I'm sure you played when you were a kid. This time, instead of you just deciding who shoots who and who wins the battle, there are rules that govern how the units can move and whether they make successful attacks. I wouldn't be embarrassed to play a few solo games!
