Theon Greyjoy and Dominance

I think I know the answer, but just to be sure. The question came up last night.

"While Theon Greyjoy is in your dead pile, he gains: "At the beginning of the dominance phase, discard the top card of each opponent's deck.
Response: After a unique character is discarded from the top of an opponent's deck, put Theon Greyjoy into play from your dead pile" "

If a unique character is discarded in this way at the start of Dominance, does Theon come into play before Dominance power is awarded?

Yes.

In the Dominance phase, the first thing that happens is the basic "begin phase" framework action window (that happens in every phase). Then, you go immediately into the "count/award Dominance" framework action window. There's no chance to use standard player actions between the beginning of the phase and the awarding of Dominance.

But Theon's discard ability is a passive ability initiated "at the beginning of the Dominance phase." So it activates in the "begin phase" framework window - which is where the opportunity to Respond to the card discarded by the passive ability will be, too. So Theon's passive and Response would be complete in the "begin phase" framework window, putting Theon firmly into play before you get to the "count/award Dominance" framework window.

The only thing that happens before Theon's passive ability in the Dominance phase is bringing cards out of Shadows. (Although it would "share space" with other "at the beginning" passives like CS-The Knight of Flowers and Rock-Jaime.)
