Balerion vs Death by Payne

This one came up in a game the other day:

One of my friends plays Balerion the Black

The other wants to respond with Death by Payne which requires him to kneel Ser Ilyn Payne

One says it won't work because Balerion Kneels him.

One says it will because it's a response ability so it works before Balerion's goes off.

Who's right?

Balerion will kneel Payne first. Death by Payne requires the character ability to resolve successfully, Death by Payne doesn't cancel anything. So in this case, characters would be knelt before you could play this event.

In general, all effects must resolve completely before another effect can be initiated. This is true for Responses as well as non-Response effects. There is no "LIFO," stacking, or chaining in this game.

The only effects that can interrupt - and therefore resolve after an earlier effect is initiated but before it resolves - are Response effects that specifically use the words "save" or "cancel."
