Does Kate, the Scientist, have the ability to prevent "A monster appears!" events from Otherworld Encounters, due to her flux stabilizer? Her card is ambiguous, as unlike other Investigators, it does not explicitly state that her ability only works in Arkham. Has she officially been ruled to stop gate bursts as well?

Does Ashcan Pete have the ability to do multiple card draws from both the top and bottom of a deck within a single action? Example: draw 3 Common Items at General Store and purchase one. Can I look at the bottom of that deck, pull that card since I might want to buy it, then RECHECK the bottom of the deck, decide I don't like that one, and then draw the next 2 from the top of the deck?

I believe so, yes. She also stops Gate Burst, since it's a gate opening.

I'm not sure on Ashcan. My gut says yes, but that also sounds a bit iffy.

I think Kate stops the Gate but not the Elder Sign being removed.

I play Pete draws from the bottom if he wants.

No one knows for sure whether "Gates canot appear in Kate's location" prevents a gate burst or not, we've literally been asking the authors for years. It depends upon whether you see her as negating the placement of the token or the directive on the card. You can seriously argue it either way, and people do.

Yes, whenever he draws, he can look at the bottom or just draw from the top. So if he has the opportunity to draw 3 times, he can look at the bottom of the deck 3 separate times. But of course, if he doesn't actuall draw the bottom card, he has no idea what the others might be on top of that bottom card.

We've also played these two abilites as written above, it's rare enough to feel useful in a game when you're playing either anyway.
