If the FPP plays the combat card scouts, and the SP plays a combat card to cancel the FPP card, which one takes precedent over the other?

FAQ:

"Q. Does the Battle Effect “Scouts” supersede the “Swarm of
Bats,” since the defender goes first?
A. No, “Scouts” is applied before the Combat Roll but “Swarm
of Bats” is applied immediately after the cards are played.

Can't recall if there are any other SP cards that negate FP combat cards.
