can i use satin's triggert if someone player dos not have any more card's on his deck?

You can use his ability to have everyone with cards left in their deck reveal the top card of their decks. But since revealing the top card of each player's deck was not successful, you would not be allowed to "then" choose to draw/discard/return, so all the revealed cards are just returned.
