I was wondering if anyone knew about the legality of using this card (LV1 Dumbo World) in tournaments. Is it banned? Or are players supposed to acknowledge that the card is actually a magic friend and ignore the "world" text?

Otherwise it'd be one of the best worlds out there.
+3 support value, not only when on the world card battling dark cards (like Olympus Coliseum Lv.1), but during challenges as well. PLUS being able to reduce all Dark Cards in play to -1 POW, not to mention giving you +1 HP for playing a world card, and +1 levels toward 13.
