Hi guys.

So I have only played a handful of games and have only briefly skimmed the rules myself (Relying on others to show me the way).

I am curious at too what happens when a section of your capital is burning. The way I was told is that every thing on the section (Units, developments, supports) are immediately destroyed. Then you can start building it back up again.

I had another friend say once it is burnt you can no longer put anything in that section, and only draw the minimum cards if its your Quest, and generate only minimum resource if its the kingdom.

I had another friend then tell me it simply gets a burn marker but everything stays as it is.

Now, I don't own a copy of the game myself, well, not until the weekend anyway. I just want too know what the correct ruling is.

This. All a burnt section means your 1/2 to losing, nothing more. Some cards can get benefits for having a burnt zone, but no cards in the zone are destroyed when it burns and you can play cards normally there.
