After you draw your initial hand you're allowed to return all 7 cards to your deck, reshuffle it and draw 7 cards again. This is called a mulligan.
Obara Sand let's you have an additional mulligan through her ability.
Thanks for the answer, does this mean then that anyone can use a mulligan prior to the setup phase regardless of cards ijn hand ? If so where does it mention this is the rules as this has bypassed me completely ?

The rules for Mulligan are tournament ones that despite being near universally used are not mentioned in the core rules for some reason. When i first started i was amazed that there was no mention of being able to redraw your starting hand in the rules as every other CCG i have played has had some mechanic for it.
For your gaming needs:
"Before each game begins, and before any setup cards
are revealed, a player may, for any reason, re-shuffle
his or her opening hand into his or her deck, pass
the deck back to his or her opponent for additional
shuffling or cutting, and draw a new setup hand from
the same deck. This may only be performed once per
game.
The decision of whether or not to Mulligan passes
between players following the order established by
the setup coin toss. Once a player passes the opportunity to Mulligan, that player may not change his or
her mind"

I imagine it's not in the Core Set rules because it's theoretically something that only applies to the tournament rules. I imagine pretty much all of us here are playing games using the tournament rules, but there's absolutely no requirement to do so in a casual game experience. People playing on their own don't really need to concern themselves with mulligans or the restricted list or anything else really.
Although, now that I think about it, mulligans are codified in the Core Set rules of Lord of the Rings, which is the only other one of FFG's LCGs I've played. Of course, that was designed far more recently.
While i agree that things like the restricted list aren't needed for casual play, and probably should be discouraged in that setting, its entirely possible to get soundly thrashed due to a bad opening hand which only hurts casual play.
In my experiences if games aren't at least a little close 1 player tends to get fed up very quickly, the rule to re shuffle once for a potential better opening hand is one worth including in the core rules imo. (Then again when i started the game i put loads of really high cost unique characters with dupes into my decks which makes my memories of early game start hands more than a little bias
)
Oh yeah, I guess I didn't get across what I meant: I was referring more to only taking one Mulligan. In a casual environment, if you mulligan and still end up with a crap hand, it's probably reasonable to let someone take another one. Within reason of course, you can't have people reshuffling till they're able flop their whole hand on set-up.
