During the taxation phase, is the gold on Tywin Lannister taxed like the other gold the player owns? Also, How does the gold on Tywin's card affect Littlefinger's power gain? Does the gold on Tywin count to raise Littlefinger's strength, or is that gold ignored when calculating that?
Tywin's gold
Tywin's gold is on him, not in your gold pool. Therefore you won't lose the gold to taxation, nor will it count as in your gold pool for things like Littlefinger, Icy Fisherman, or other effects that reference gold in your gold pool.

Basically you can use it for anything that costs gold to play or put into play. You can also power events or character abilities that cost gold to trigger.
Those are the ways it should really be treated I think.
Or effects that require paying gold, like Hand's Judgment.

But consider something else here...that gold stays there during the taxation, plot, and draw phases - and is there before you count gold in Marshaling. Suddenly, you're able to play gold-cost effects in those phases that are normally impossible because you have no gold. For example, you can bring things out of Shadows in the Plot, Draw, and Marshaling phases that have costs higher than "s0." So "really only useful" may be a bit of an underestimation.
Final question... Suppose Tywin has gold on him and he is killed... What happens to the gold?
