Do monsters in the outskirts count as "in arkham"?

Quick rules question:

There is a Chthonian in the outskirts and a mythos card says "All Chthonians and Dholes in Arkham are returned to the monster cup"

So would the Chthonian go back to the cup?

I'd say Yes. As he'd do if you'd close the gate with triangle on it.

That's an interestingly point, in that it's the reason why I would give the opposite answer. The rules for closing gates state that close a gate removes monsters with the same symbol in "Arkham, the Sky, and the Outskirts," which would imply that the three are distinct. Of course, gambling against the designers using redundant wording is not always the best strategy, but in this case, it would very, very redundant, in a confusing manner. Has there ever been an official clarification on this?

I've always played that Outskirts counts. Technically, expansion towns count as "in Arkham," so if a Chthonian in Dunwich can be removed, certainly one in the Outskirts can.
