I would say yes since the Primary should already have been resolved when the Secondary starts. Then what's the use of the Secondary, you might wonder? Iknow this has been discussed in an earlier thread. I'll try and find it and bump it up...

See previous thread on the subject but the short answer is on the following round, assuming they either take the trade III again and form the trade agreement or someone else who takes the strategy card approves their new agreement they collect than. On the current round since the primary takes place first (before the secondary) they do collect for their current agreements as they have not yet been canceled.
The purpose behind it is to essentially force the re-creation, keeping in mind that a big part of the mechanic is the upkeep of mercanaries. So players have to keep a stockpile large enough to pay for their mercanaries each time the card is played and if their agreements are denied, they could potentially loose them. That is where the strength of the mechanic is (noteably giving some purpose to the mentak ability to steal trade goods)
