If i play Called to Court plot: When revealed, each player may put an in-House character of printed cost 3 or lower into play from his or her hand. Each players must choose 1 character he or she controls and return it to its owner's hand, if able. And i play Arys Oakhearth and discard opponents Ally, can he play one char and return the chosen ally to go back to his hand. I would say no since he is morribund-discard-pile so cannot change its state to moribund-hand. Right?

Well your timing is a bit off here. He will actually get to choose the ally to return to hand before you get to trigger the response on Oakheart. You resolve each plot fully before you move on to responses. So he can return a character to hand with this plot, and then after all plots are resolved, then you can trigger Oakheart.
Really, but i thought that as an owner of the effect i have to resolve the effect first, then goes my opponent. And Arys resonds to coming into play...so berofe my opponent has chance to do anything.
You can't trigger Oakheart though until after you fully resolve all plots for all players. Oakheart would trigger his responses in step 5 of the framework action window in the plot phase. You don't get to step 5 until all plots have been fully resolved. Its in the FAQ, so I can go find the quote for you if you want.

The player who played CtC does both the "put into play" and the "choose and return to hand" parts before any opponent does any of those.

Incorrect, actually.
Remember that when a single card has multiple effects, each effect is treated as an independent effect (assuming the word "then" isn't involved, of course.
So, since the "may put into play" and "must return to hand" effects are independent, resolving the "entire effect" applies to each separately -- not to the "entire effect" of the revealed plot. The sequence, therefore, is:
1. Person controlling the plot chooses whether or not to put an in-House character into play. Proceed clockwise.
2. Person controlling the plot chooses their character to return to hand. Targeting continues clockwise, then all chosen characters are removed from play at the same time.
