Main Villain Idea

For my first self made adventure, I decided that the mission is a small (yet significate) part of an almost mythic criminal mastermind. Who is only know through name, and reputation.

I named him; The Silent Man.

He's supose to be a heretek with the ability to see the future (through psyker abilities, or some sort of mathmatical formula), and communicate with his minions around his sector of the galaxy is a fraction of the time it usually takes.

I figure, the first few missions get the acolytes on the trail of this legandary criminal mastermind. Originally dealing in every crime under the sun that isn't considered straight out heretical, now he's gathering alien weapons and artifacts to take to who knows where, for who knows what reason. The common reason I see the inquisition and or the acoltyes believing is that it's for his own tamperings, or a private war.

I tend to go over the top when creating characters, sometimes going against the lore. Does this sound alright/plausable? I'd like to add more, but I was thinking of letting the PCs helping me to further develop him as they go. Or should I just start writing his back story now, and plan accordingly?

Alright, this sounds pretty ok to me. It rather different from the normal terrorist-magos heretic but I don't doubt that it will be entertaining. What would you think that the "Silent Man's" style of operations are? What kind of people do you think that he prefers to surround himself with, and give responsibility to?

To be honest that character in fact sounds a little banal. Limited Prognostication and telepathic communication while not mundane in the Warhammer universe, are at least totally unheard. The latter telepathic medication is pretty common; in fact for boat abilities there are entire psychic classes dedicated to this info before and the game lore. To me, your character sounds less like a villain more like a roguish Psyker smuggler who might warrant attention by authorities for the wares that he smuggles but who isn't much of a threat otherwise. I mean at this point he does t seem like much of a criminal mastermind;, I'll be it I don't know what his actual intentiOns are.

You should either make him a heretech or a rogue psyker, both is "impossible" and over the top.

Sounds like a cool idea. Faster than 'astropathic' communication could totally revolutionise the Imperium (probably for the better IMO) so might be something that many people would want to control. If it were me I would make him a Heretek with a Foundation style formula for prediction of the future and some sort of technology allowing the communication. That way the Mechanicus would want him stopped (perhaps so only they could have the ability) but some Inquisitors might want to use the tech. He sounds to me like the sort of guy that doesn't have 'people' round him but moves around on a ship crewed by computers/AIs/servitors (take your pick) as they are more reliable than people. A sort of Kayser Soze if you like.

I would come up with lots of stories about him and separatly decide which ones are true and which are legends. Perhaps even ask your players to come up with some to help them buy into the idea and make some of them come true.

My thought went immediately to 'Why is he legendary?'.

Sounds like the beginnings of a decent foil for an adventure or two, but not really legendary. Not yet anyway.

One guy I set up as a long running adversary is a null named 'Cain'. He's an Imperial Assassin who is now on the run from the Inquisition. They'd like to 'talk' to the guy, but of course it's hard for Psykers to get a bead on the guy. I run him kind of like a Bobo Fett mercenary, who just eventually got more powerful, by accident really, and a bit of necessity... it was that or die. He's run into my acolytes several times, and gotten away each time, only just barely sometimes. Now he's gotten a rep for being the guy who keeps leading acolytes astray.

Work on your bakground and figure out how he got to where he's at now. It could be he's legendary in the making, and maybe the actions of the players will inadverdantly get him there... which will give them good reason to go after him.

Alien weapons are really powerful, and using them is already heresy. By answering the questions I quoted, you should be able to give some motivation and background to the character.
