You can play Bastard on a character with Snakeskin Veil. After all, there is nothing about the immunity to card effects that stops attachments from being played - just from doing anything to the character once it is attached.
And that's the key phrase here - "to the character." The immunity to opponent's non-plot card effects granted by the attachment only protects the character, not anything else. When Bastard is played on a character, it discards the attachments on that character. That's not a direct effect on the character. The discarding is happening to the attachments, which are not immune. So that includes the Veil.
If, for some reason, the Veil survives being discarded, the character would remain immune to non-plot card effects and would therefore ignore the attachment's effects on it (trait, icon, and "no attachment can be played on it"). But that's only if the non-immune attachment survives Bastard's attempt to discard it directly.
Was thinking that, but wasn't sure on the phrasing of the text. That was what I actually thought when I played that card yesterday, which led to a conflict of how each of the players understood that text. This seems to be sometimes the issue that I have with some card texts, like Crawn Son of Calor: What is a clansman card? A card that is clansman character only? Has the trait clansman? Only affects clansmen , like mountain tactics?

Right now, only characters have the trait, and as far as I know, there are no cards that will give a card in your discard pile a new trait, so it is effectively the same as "Clansman character," but they could print a Clansman location or event at some point in time. You never know.
