Twila and Conspiracy cards

I tried searching but failed to locate.

Is Twila Katherine Price's (TH) action ability permissible to use with a conspiracy card.

For that matter is a conspiracy card also a story card.

While a conspiracy is in play it is treated like a story. So yep, she can trigger the effect.
