Response clarification please

By Laflarfanaan, in 2. AGoT Rules Discussion

Does a character need to be standing in order to play a response that does not require kneeling? An example would be Viserion . If Viserion was knelt, could I still pay 4 gold to use his response during the dominance phase?

It does not need to be standing. A kneeling card may use any ability that does not require it to kneel as a cost.

In general, if a card effect requires the card to be standing in order to use it, the card will say so. The rules do not create a default of "abilities can only be used while the card is standing" anywhere in them.
