Start of turn effects and fatigue spending

A hero has a burn token and readies a Rest order. At the start of his next turn which effect goes first, the completion of Rest or the burn token?

Can a hero spend fatigue before he declares an action?

Can a hero spend fatigue for MP to drink a potion before the effects of a burn token?

To the best of my knowledge, effects that all happen at the start of the turn are resolved in the order the player decides. So you could have the Rest order take effect, then resolve the burn token.

As for spending fatigue before declaring an action, I don't know if its RAW (which I think is that you can't but I honestly don't know for sure) but I'm generally loose on the enforcement of it. If its for drinking a potion I usually let it go, if its to move anywhere on the board I make them declare what they are going to do.

I would say no to drinking the potion before Burn, since a start of turn effect takes place before you can take a MP action like drinking a potion. Once you start spending movement points/fatigue you've started your turn as far as I know.

"A hero is not allowed to do anything except refresh and equip before he declares the action he is taking." (rules page 8) So no drinking potions or spending fatigue to move before declaring your action, which means you can't do it before burn tokens take effect, either.

However, Big Remy is correct that you get to choose the order of start-of-turn effects (this is clarified in the FAQ), so there should be no problem resting while you're on fire. Alternatively, if you have the Ghost Armor and some fatigue left, you should be able to resolve the burn first, spend fatigue to prevent the damage, and then fully restore your fatigue with the rest order.
