Why is "Grapple" not Basic

Just a question which comes always to my mind when GMing or playing WH3:

Why ist "Grapple" not a Basic Action?

For example, a Brawl in a Gasthaus. A PC wants to Grapple a NPC and smash his head on the table edge.

Should I make it harder for the character without the Grapple action (+1 Challenge Die)?

Second question how would You handle such a situation?

The easy answer is use the "Perform a stunt" action card which is basic. I would look at the grapple action card and just asign a higher difficulty to the perfom a stunt particular action than that present in the grapple action card.

That is what I thought, too.

Yup, there are several special action cards that essentially can be templates for "this is how it works if you're really adept at that, so if you're not ...".

The precise shot into a melee ranged attack is another example.

My basic guideline is that doing whatever without the card has to be harder/less useful enough that taking the Action still makes sense. That usually means a combination of higher challenge/misfortune dice + ditch the superior and comet success outcomes that card gives.
