Question on the rules of movement and item usage.

Here's what happened,

Me and my buddies were playing with the new Dunwhich Horror Expansion pack tonight and we came across a very grey-area situation. One of them had the "join the winning side" card and waited to move into a gate and then use the "True Magick" tome to try and cause himself to go insane and be placed in the "lost in time and space' area to complete the task list and win the game in one turn. We werent sure if you could consider left over Arkham movement points to use the tome once he was placed inside the other world. Would this be considered illegal?

You get no movement points in the OWs, can't even exhaust a Motorcycle for points. Best bet for going LiTaS is minimizing your Fight and hoping for a monster appears, then not use weapons.

More easily, enter a gate someone else already is in. As soon as your pal closes it, you have to go LITAS. And possibly max Lore and min Luck, just in case (this depends a little on the OW you're entering in, but as a general rule of the thumb could work)

And, as Dam said, no way you can use Tomes in the OWs. You can check this in the AH rulebook, pag 8, second column: "If an investigator is in an OW at the beginning of the movement phase, he receives no movement points"

And.. what do you mean with "left over movement points"? It seems to me (but maybe I'm wrong, in case, apologies) that you are entering and OW during the Movement Phase (hence the left over movement points). I'm afraid this is wrong. You stop your movement ON the gate (regardless of the number of spare movement points you might have) and then enter the gate during Phase III - AE Phase.

He might have the White Ship (well, maybe not in this specific case as no mention of Kingsport is made).

Start movement phase, gain movement points, use White Ship.

We've always ruled that the wording 'instead of normal movement' means you have no movement points, but I can see how someone might decide the opposite.

Right. "Instead of normal movement" means you receive no points.

And, lastly, you simply cannot have movement points in the Other World.

Yeah, very true, but as you said... the guy was talking about DH, so I considered unlikely he was also Captain of the White Ship!

Also, I believe your friend is handling the mission incorrectly. Per the Dunwich Horror rules on page 5 - "Both Tasks and Missions consist of a short list of locations and/or street areas that must be visited in the listed order." So he would have had to have checked off the previous 3 locations (and sacrificed an ally at each) before he even needed to worry about how to get lost in time and space.
