They are 1/48 scale.

Thank you! Most of my railroad stuff is HO, 1/87, but I also have a little O which is about 1/48. Plus, as I went through tonight, I have tons of ballast and other stuff, so looking forward to it! Thanks again!

Yes, 0 scale train stuff is the same scale depending on the country of origin.

You will find discrepancies between 0 scale / 1:48 people and 28mm minis because 28mm is called heroic scale and body proportions are often exaggerated. Kind of like how Barbie looks good. It is disproportionate to real life characteristics.

I also asked for official clarification and got a response back from Zach Tewalthomas: "The standard size of Soldier miniatures is approximately 35mm."

Probably referring to height rather than scale.

Mine measure taller, thought not hugely so. 6' (183mm) is 38.1mm at 1:48th scale, and most of my figures come close to that height for the actual model. 35mm works, but would be just over 5'6" (168mm), which would fit as a slightly shorter than average soldier in Europe.

My Rosie is a 5'6" lady killer, as is my Angela model , but Angela would be taller if she were standing up straight.
