Yes, 0 scale train stuff is the same scale depending on the country of origin.

You will find discrepancies between 0 scale / 1:48 people and 28mm minis because 28mm is called heroic scale and body proportions are often exaggerated. Kind of like how Barbie looks good. It is disproportionate to real life characteristics.
I also asked for official clarification and got a response back from Zach Tewalthomas: "The standard size of Soldier miniatures is approximately 35mm."
Probably referring to height rather than scale.

He must have washed his in some very hot water, or something. Mine measure taller, thought not hugely so. 6' (183mm) is 38.1mm at 1:48th scale, and most of my figures come close to that height for the actual model. 35mm works, but would be just over 5'6" (168mm), which would fit as a slightly shorter than average soldier in Europe.
My Rosie is a 5'6" lady killer, as is my Angela model , but Angela would be taller if she were standing up straight.
