If I play the Agenda "City of Shadows" and i want to bring a card out of shadows with a house restriction that does not match my house card, do I have to pay in addition to the penalty of 1 from the agenda the normal gold penalty of 2?

Right, some slightly confusing stuff happens with city of shadows (or at least it seemed that way to me until the wise ktom broke it down) and gold penalties. Ktom will probably riddle my explanation with holes and inaccuracies but i will attempt my best.
When you bring a card out of shadows you are not 'playing from hand' but using a 'put into play' effect by 'bringing it out of shadows'.
The out of house (ooh) gold penalty applies only at setup and for cards marshalled 'from your hand', it does not apply to cards 'brought out of shadows', nor does it count when you play a non house affiliated card into shadows.
Instead the agenda adds a gold penalty of 1 for cards that are house X only when brining them out of shadows.
So tyrion lannister who is cost s2 will be, for most intents and purposes, cost s3 if not being played with a lannister house card.
I had the same thought as you when i first started looking at shadows cards and FFG could probably do to make the faq and shadows rules a little simpler.
there are plenty of topics on other fun shadows costs, such as why hidden chambers is picky about what it can and cant reduce and why despite that the tower of the hand will still trigger.
If i could make the link function work correctly i would happily include 1, but atm i cant (for some strange reason)

Not to nitpicky, but just to be clear - this penalty is only applied when "House X only" does not match your house card. I know you knew that Underworld and it does say it on the agenda, but we all post sometimes information that misses one or two things that sometimes can add confusion!

-I am playing House Lannister with City of Shadows Agenda
-I put a card into shadows.
-That card is 'Venomous Blade' with a House Martell sigil
What you are saying is that becuase Venomous Blade is an s0 cost. I pay 1 gold to bring it out of shadows?
I had been paying 3 gold....am I doing this incorrectly?
If so, my Shadow Lannister deck just got 40% better.
