Does a character with a full auto heavy weapon and bulging biceps operate the same way as a character with a full auto basic weapon? I.e, can perform a half round move and still fire the weapon on full auto as normal.

Yes, in this case. He may fire without bracing, and suffer no penalties. In effect, the "Brace heavy weapon" combat action is totally removed, and thus it's limits about not moving to remain braced no longer applies. So unless there's another, bracing unrelated rule about not moving prior to firing that I don't know about or remember, he's in the clear.
However, in other regards, no. A heavy weapon, even when wielded using bulging biceps, remains a heavy weapon. It may not be fired one-handed at a penalty or quick drawn, for example. Doubt that's what you think, but the title of your thread made me feel the need to clarify!

Thanks for the clarification, yeah, it was just the move and fire thing I was thinking about (should have been clearer). As you say, in other respects, the heavy weapon will still operate differently.
