The Viper's Bannermen - No Longer Restricted?

So,

After reading through the recently updated AGoT Tournament Rules PDF on the Support section of the website, I noticed that the restricted / banned section no longer has The Viper's Bannermen as a restricted card.

Mistake? Probably.

Also, according to the same document, only the end of this cycle will be legal for the US Nationals tournament held at GenCon in August.

Yes, I know the latest FAQ has it on the restricted list. However, the tournament rules PDF ( http://fantasyflightgames.com/ffg_content/agotlcg/support/AGoT_TourneyRules_2012.pdf ) which appears to have been updated recently (saying what is legal for the 2012 events) doesn't have it on the list. I am just bringing it up as it is either (1) a mistake that somebody forgot to list it, or (2) updated and a new FAQ should be released to reflect this.

I'm pretty sure we can safely assume the FAQ trumps the Tournament Rules. This is either an oversight, or there's another FAQ update in the pipeline that unrestricts TVB. I think it's more likely a mistake.

If it is a sign TVB is getting unrestricted though, I shall not be pleased. If anything needs to come off that list, it's not TVB. GIVE US BACK THE LAUGHING STORM!

Can somebody tell me why TVB was restricted in the first place? It's a 7 cost army! Is there something i'm missing?

The card advantage they give, especially when combined with Narrow Escape, is madness.

Only if they are eratted in some way.

Dobbler's GenCon deck from last year really highlighted out how truly amazing TVB can be. Not counting against the draw cap, Narrow Escape, Desperate Tactics, not to mention a 7 Str Army, with No Attachments, Stealth and Deadly, it can really take the stuffing out of aggro decks by itself.
