Clarification on Shield Use (personal, primitive, not Ship)

Do you need 2-weapon-wielder talent?

Does the material make any difference, or does that affect Quality? What do Good and Best Quality shields do?

Do you need Primitive training?

Do any weapons other than "Great" weapons require 2 hands, (prohibiting Shield use)?

A lot of these questions depend on how you want to use the shield. Technically it is a close combat weapon, so if you want to use the shield to attack while simultaneously using another weapon then yes, you do need two-weapon wielder and primitive weapon training (unless you make it a mono-shield, I guess). Good and Best-Quality shields give you a bonus to hit and damage, like all other close combat weapons.

A lot of weapons require two hands to use - this is mostly mentioned in the weapon's description, but I'm reasonably certain you'll find a lot of GMs wanting to nerf things like the Omnissian axe or the thunder hammer to make them require two hands. Also, I do believe there is a shield in Into the Storm which can be used together with a Basic weapon.

In Warhammer Fantasy Roleplay 2nd edition a shield doesn't require a specific talent to wield. In RT you'll probably need primitive weapon training though. The effect of having a shield is that you gain a parry action as a free action each round. Since a shield will require one of your hands to use, it will make it impossible to wield 2 handed weapons. The material will probably just effect craftsmanship (unless you want to draw up your own, more complicated, rules). A better craftsmanship granting a bonus to your parry roll.

I was mainly asking as I would like to have some protection whilst using my Power Axe. As it is unbalanced, it gives a penalty to Parry, so having a shield strapped to my other arm seems handy.

I'm not fussed about attacking with it, apart from the occaisonal Push.

Looks like I'm good to just craft a lump of (Common Quality Material) into the right shape and add straps! :) (Trade: Armourer should do it)
