Beginner Rules Questions

Just played my first match (2-player) and a couple of questions came up:

1) Does "deadly" (and other such terms) count as an ability? For example, if Renly Baratheon is defending an attack against a "deadly" opponent, is he immune to "deadly's" effect?

2) Is a character card able to transfer power tokens to the House card? If so, when?

For the most part, there are no "hidden rules" in the game. If you don't see a rule or a card saying you can do something, you can't do it.
