agotcards.org is where you want to go. You need to register to use it, but a lot of discussion takes place there. You can look through all the cards, see how they've been rated, see the discussion they've had. Nearly every card in the LCG pool likely at least has a few comments, some quite extensive. A lot of people post decks there too, so it's also nice to get a sense of how people approach deck-building.
cardgamedb.com is another option. They have a better deck-building interface, but the discussion on cards or on their forum is fairly sparse, so most communication happens either here or on agotcards.
I'd personally vote CardgameDB, myself. They host this really cool AGOT podcast, have a great deckbuilder and all sorts of other stuff....

Despite the schism in popularity, CardgameDB is really just a much better put-together site. I recommend that one.
I don't like having to log in to AgotCards. As a result, I like cardgamedb as well.

There is a world of difference between the 2 sites if you're looking for card discussion and a highly active community.
If you're looking for a highly active discussion and community, I recommend agotcards.org over cardgamedb.com by a landslide. Everytime I visit cardgamedb.com, it feels like a ghost town.
Well maybe if more people start discussing on cardgamedb then it wouldn't be like that. I've been chatting up thrones on there lately. If it seems to be slow, and then no one posts there because it seems slow, then its a self fulfilling prophecy. Let's make that site more active!
Both sites are well-maintained and put together. If I had to choose one, I'd give CardGameDB the edge because I enjoy the deckbuilder and search features there more. Luckily, I don't have to choose one.

I think the Small Council initiative is likely to generate a good bit more discussion and content on CardgameDB than there has been in the past.
The deck builder on cardgamedb.com doesn't work for me sometimes. I click search and the loading bar appears, but never stops. Other times, it works. Also it doesn't autosave like agotcards does and sometimes I have closed the tab or pressed back and lost a deck I was making. That's my input in case anyone was basing their choice on which site I prefer to build decks on.
I tend to flit between four sites.
Agotcards.org I like because of the discussion, aggressive updates and quick search (for LCG and CCG).
Cardgamedb.com has a nicer deck builder, some more hosted things but the search engine could use some work.
agot.dbler.com has the best search interface and includes CCG. Its lack of updates is problematic.
info.wsisiz.edu.pl/~szczesnj/ has nice advanced search options although I don't like the shorthands he uses for Crests and Challenge types. The tabular format's also nice for quickly comparing multiple cards. Its also the least punishing for those running weak computers.
Battle Royal - CarddB vs aGoTorg
Community: Easy victory for aGoTorg. Highly active and tons of discussion on every card. Other site has almost nothing.
Deck Builder: dB wins this slightly in my opinion based on the search functionality.
Easy of use: aGoT wins this for me for simplicity sake. Not trying to cater to a million people and diff games.
aGoT org wins 2-1 since im too lazy to do more than 3 categories.
I just use both. And build my decks in microsoft word. outflanked/10.
