No, it doesn't, because the text on cards placed during setup doesn't trigger when they are revealed (they haven't entered play).

Card responses and passive effects don't get triggered when they are revealed during setup. So, no, Coin Mint will not get 4 gold placed on it if you place it during setup.
In addition to that, you must play it from your hand in the marshaling phase to trigger its passive effect of placing 4 gold on it.
