speaking about the spell "Bend Monster"

it says... ANY PHASE, so... can I use this spell before movement phase to eliminate a monster from a street and then I can move and eventually start another fight with another monster?

The writing "any phase" refers to the fact that in some cases you have to deal with monsters in phases different from the "normal" movement phase: you can draw encounters (both in Arkham and in the OWs) forcing you to draw a monster. The wording "any phase" implies that you can use this spell even in these situations.

The spell per se requires that you're in combat with the monster (hence, sharing the same space after surviving the horror check)

So to summarize, no you can't do that. You have to enter combat to kill the first monster with the spell, and entering combat ends your movement.
