At which point of the questing phase does this need to be played. The card is worded as:

Response: After a location is revealed from the encounter deck, immediately travel to that location without resolving its Travel Effect. If another location is currently active, return it to the staging area.

My understanding is that after all cards have been revealed from the encounter deck, I can then play this card and choose a location to go to the active location. If there is already an active location, the current active location is put back into the staging area and the new location becomes the active location. Is this right? My confusion comes from the wording of the card. It is worded as if you play it as soon as the card is revealed, however there is no player action phase while cards are being revealed from the encounter deck. The only player action phases are just previous to locations being revealed (characters commit to quests) and right after (all cards have been revealed). Also, it does not specify that you can choose a card, it's kind of worded like the last location revealed would be the card effected.

Can someone clarify this card for me?

Well, true, there is no Action window when revealing Encounter cards for staging, but luckily, Strider's Path is a Response. Just like you can zap a "When Revealed" with A Test of Will in the middle of flipping cards from the Encounter deck, so too you use SP right after the location has been flipped.

its a response card so you play it immediatly after a location is revealed and when you want to use it, so you can chose the location

So is the player action phase reserved for using card effects that are already in play, such as Denethor's: Exhaust Denethor to look at the top card of the encounter deck. You may move that card to the bottom of the deck. Event cards can be played at anytime?

event cards can be played anytime within the green windows on the timesheet in the rulebook- in fact it describes responses in the red box

a response card is played according to the response text

The difference is not whether the card is in play or not, the difference is whether it is an Action: or a Response:.
