So now that the winnu tech has been nerfed how often do you purchase it and how strong is the race.
With the old tech they were in the top tier with the Yssaril.
Now where do they rate?
I think I would rate them about the same as SOL.

I haven't tried them with the nerf yet, but I don't know if it really kills them too much. It stops their stalling power, and in some ways lowers their income ability, but their home system is still pretty good, and politically they can still be fairly potent, as they don't have to worry about keeping Winnu unexhausted prior to a vote, and keeping their planets is a bit easier to do.
I don't think I'd rank them up with the Yssaril and Hacan anymore, but I'd say they are definitely still one of the top-tier races overall. At least, from a haven't-tried-them-yet perspective.
It definately stops them from skipping and leaves that back with the Yssaril were is should be.
I still buy the technology as is still allows the abliity to gain that extra needed CC or 2TG when needed and does provide a way to stall at least once per round.
It lowers them from the top tier but they are still a powerhouse race with a mix of Racial Abilities.

Above any other advantage the ability to stall is unquestionably the most considerable advantage a race can get. In the case of the Winnu however they don't actually 'get it' per say, I mean its a tech, you have to get and pay for it which in most cases sucks up a round and resources. This is it's counter balance and in a way makes their stall ability considerably less potent then say the Fed of Sol who can do it right out of the gate and begin with an extra counter to do it with.
I don't know if that makes sense but I guess what I'm saying is that I don't think racial techs are as big a factor in the game as it's not something you start with but something you have to 'get' in the course of the game and although exclusive there is no guarante that a player will get any given racial tech nor will he nescessarily need it. Hence the racial techs impact on the strength of a race as a whole really isn't such a big factor.
I would wager that the Winnu's ability to win and remain one of the top races has not been diminished by the nerf.
Before the Nerf the Winnu tech was one I would try to get first or second round. I do the same with the Hacan Racial tech as it pays for itself. The Winnu Racial Tech is cheap enough that getting it early can be a game breaker for the Winnu. Although they are a good race their pre nerf Tech made them sa superior race especially late game where with enough cards they can outwait the Yssaril.
I disagree with most on this one. I think the Winnu tech was overpowered to balance out an underpowered race. This is how I see it;
Overall, I think the change in their racial tech took them from a top tier race to near the bottom. I think getting their racial tech would be a waste of a tech, thus making it about as useful as the N'orr racial tech. In my group the Winnu is either not chosen or we don't use FAQ 2.2 and they are highly sought after (but still incredibly weak early on).
I have to agree with Psyco on this one. Without an overpowered racial tech, at best Winnu is ok . Their military deficiencies are only somewhat moderated by their good trade and three techs. Their other racial abilities just don't add up to power.
