Obsessive Detective cannot uncommit from a story until that story is won.

Let's say I've sent Obsessive Detective to the Story on my turn. In my opponent's following turn during his/her story phase he decided to not send any of his/her characters to the story with commited Obsessive Detective. Is that story resolved normally (ie. all icon struggles do happen, including investigation struggle) despite that there's no active player's character commited to the story?

No. Stories will only resolve if the Active Player has a character there.
