If you have 2 Gold in your gold pool, you can play this card and pay 2 gold and kneel a standing Lannister character you control in order to reduce an opponents claim by 2. Or you can pay 1 gold and reduce the claim by 1, etc. You should do this during a Challenge so that it's effect can take place.

If that did not help, maybe you can explain to me where you are confused so I can help further.

Since it refers to "the duration of the challenge," you need to at least wait for attackers to be declared, but don't wait any longer than just before you resolve the challenge. (You can't have something last for the duration of a challenge if there is no challenge going on!)

When you play the event, kneel a Lannister character an pay X gold. When you do that, subtract the number of gold you paid from your opponent's claim value. That's his new claim value for that challenge.

So, let's say your opponent attacks you with a huge military challenge. The claim value on his plot card is 2. You could kneel a bunch of your characters to defend, and maybe win or maybe lose. Instead, you kneel 1 character and pay 2 gold. His claim value then becomes 2 (plot) - 2 (the gold you paid) = 0. So now when he wins and settles claim, you kill 0 characters. Your opponent still gets unopposed, Renown, and the like, and he still won the challenge, but you effectively dodged any claim effects from the challenge.
