I always forget this. Are titles chosen after When Revealed or before?

They are chosen after "when revealed" plot effects resolve.

In fact, titles are chosen after all plots are resolved fully. See this thread:

This seems like a good place to clear up something:

Your titles are returned to the title pool during the taxation phase, correct? So until new titles are picked in the following phase, you have no title? I think I was told when I first started playing that you held on to your titles until picking new ones -- the influence could be helpful for say using Maester Wendamyr -- but the rules do not seem to bear this out.

Under Phase 7 as the last paragraph in Taxation:

"At the end of the round, all titles are returned to
the Small Council Chamber on the game board,
and new titles are selected at the appropriate time
during the following plot phase. (Unless you are
playing in a three player game, see page 24.)"

which I believe is part of the End of the Taxation phase framework action.

Yes. You have a Title through the end of the Taxation phase, but not from the beginning of the Plot phase to when they are actually chosen.

You may want to ask the guy who told you that Titles are held until you choose a new one - how you can choose a new one if they aren't returned to the Title pool.
