The grim reaper is not allowed to enter the inner region we are told because he already exists there.

But what if you are playing the dragon realm or dragon tower overlay.

Are we saying the inner region is ok for death to enter?

Officially no. However you could always allow the Reaper to enter now, as he is no longer in the Inner Region. So use these rules:

1) The Reaper may freely move through the Portal of Power onto the Plain of Peril at the cost of a single movement point.

2) The Reaper rolls the die as normal in the Inner Region.

3) The Reaper may move onto the Crown of Command and move off it again at the cost of a single movement point and may change direction on his way back out!
