Agendas and plots are considered "card effects." Titles are not.
You could play the entire game with the little figurines from the Core Set instead of the Title cards. The Title cards are just references for the Title rules - just like the game board and figurines. They are not card effects in and of themselves.
So Stannis will prevent any additional draw added to the draw phase excluding the title? Meaning, he can prevent the King's of Summer agenda from giving additional draw in the drawing phase? I didn't really consider that a draw effect as much as draw phase manipulation.
So if he keeps King's of Summer from that portion, then shouldn't he also keep the negative from happening with King's of Summer if it is winter?
The FAQ entry on the draw cap says that if a framework draw is manipulated by a card effect, it counts toward the draw cap - which says you can only draw up to 3 cards by card effect each round. KotStorm Stannis does stop you from getting additional cards through Agenda effects - whether good or bad for you.
He does not, however, stop the card you'd get from the Master of Laws Title (which also does not count against the draw cap).

I honestly had no idea that Kings of Summer counted toward the draw cap and never found a time where it was disagreed on to research that. And it is in the FAQ, but I never recalled reading that part of the draw cap entry.
I really think the text on King's of Summer needs some work considering it is actually modifying the cards drawn during the Draw phase framework. This especially bugs me because of the conditional "If it is winter..." changes the draw framework number as well, and it does not compensate for the lost draw by allowing a player to draw 4 more cards following the Draw phase.
Now my opinion on this means as much as to FFG and other players as does as an erection does to a lesbian, but I hate it when cards are written like this.
