A simple question: When drawing your starting hand is it possible to mullgan?

Yes, if you draw your starting hand and don't like it, you can mulligan once. You shuffle your deck and redraw seven cards. After this you can not mulligan again.

Note that this is the tornament play rule. Whatever you and your opponent come up with in friendly play is good, too, for that game.
