What happens if one player chooses to kneel a 0 STR eligible character and all others choose not to kneel a character?

1. the character claims 2 power
2. the character claims no power

Well, 0 STR is certainly higher than every other character revealed....

So long as no one else kneels a character with STR equal or higher to 0, it should claim power.
