On the Dragonspine Pass card which is one of the dragon Varthrax cards it says it is a Place but the encounter number is 1 not 6, is this an error and it should be 6.

Hi it's part of the design. Even though it's a Place it must be encountered before other cards are encountered!

There are more place cards with a nr 1 encounter number.
A example is the sacrificial stone.
Can't remember seeing the card but I would guess it some kind of mountain pass. So just think about it as coming up to a narrow mountain pass and the only way is forward and who knows what's on the other side...
I think more cards could have "wrong" encounter number just to spice things up a bit.
Encounter numbers are not fixed in stone in the revised 4th edition. Cerbereus, Eastern Dragon, etc.
