I could not find discussed in the rulebook or the forums.
My specifc question, Is a Rough terrain overlay placed on a hill actually on the hill or is it considered to be at ground level? This is causing confusion when a rough overlay is placed on a level 1 hill. In that case it actually creates a cliff with th level 2 hill, unless the rough is considered part of the level hill.
Has anyone else had this situation?
