Head of Dwarf and Brotherhood without Banners loop

Some days ago me and my playgroup encountered what we identified as an endless loop. Of course we might be wrong and this is the reason of this topic. Here is the situation:

Player A plays Head of a Dwarf on my Reek. I win an intrigue challenge with Reek against player B, gaining control of another character and giving Reek's control to player B, who is playing Brotherhood without Banners agenda.

Now if he would win a challenge (player B) where would that power go? On Reek, having the Head of a Dwarf since the card states "If attached character's controller would claim power for his or her House,that power must be placed on a character with at least one Head of a Dwarf card attached." or on a Brotherhood character, since the agenda states "If you would claim or move power to your House, you must place it on a Brotherhood character you control instead" ?

That's not an endless loop. As soon as one resolves, the other no longer can. So there isn't a loop (which would be when one effect resolves, it initiates the other).

Here, you have two passive effects that conflict with each other. So the First Player decides the order in which they resolve - meaning the First Player will decide whether the power goes on Reek, or on the Brotherhood character of the controller's choice.

Should have thought of the first player deciding. Thanks a lot for the clarification.
