I play the card into my card pool, do a control check for '0' difficulty, end my turn & put in staging area. Then if I choose to play it the next turn as my First F I would need to do another control check of 5 to use the effect? or just commit foundations?

You would need to make a control check.
As I just answered in the other thread (and MegaGeese just did here, too), yes, the (5+) on the ability means you need to make a control check every time you play the ability.
