If Lucas Blackwood is killed while the player has Focused Offensive revealed can you get around the 1 challenge that round? Or if you use Lucas's ability in an earlier phase do you get 0 during the challenge phase?

Lucas Blackwood: Response: After Lucas Blackwood is killed, you may initiate a Military challenge against an opponent of your choice as your next player action this phase.

Focused Offensive: Military Battle. You cannot declare more than 1 challenge. You cannot declare defenders. This plot's text cannot be blanked.

Cannot ALWAYS supercedes can. If you cannot do something, and then something says you can, you still can't.

This is slightly off-topic (since you are focusing on getting around the plot restriction of only declaring 1 challenge) but I wanted to take the opportunity to focus on the restriction of no defenders. As I get more comfortable with the rules, FAQ and the card texts, I find the wording on cards is INTENTIONALLY very specific in what is or is not printed. If you've ever read a card and wondered "why is it worded that way" - there IS a reason.

What DMD says is true, but you need to be sure to READ exactly what is being prevented by the "cannot". This may require some familiarity with the framework flowchart from the FAQ. Just because the plot card says "You cannot declare defenders" doesn't mean all challenges against you will be unopposed. Here, the key is in the word "declare". There is a specific place in the challenge framework where the action of declaring defenders occurs - THIS is what the plot card is preventing.

However, Catelyn Stark (LoW) has the following text: "Challenges: Put Catelyn Stark into play from your hand, knelt as a defender during an Intrigue or Power challenge initiated against you. At the end of the phase, if Catelyn Stark is still in play, return her to your hand." This would be played in one of the Player Action steps surrounding the framework step for declaring defenders. The end result is having a defending character that was NOT declared (note the lack of that word in Catelyn's text) and thus gets around the restriction in the plot card. Greatjon Umber can be used similarly, but he doesn't appear to help you here since his ability is used to add him to a challenge that has already been declared.
