This is not a legal deck. Viper's Bannermen and Burning on the Sand are also restricted cards, in addition to Val, which you have noted already.

I must be looking at outdated banlists.

The 2011 Tourney Rules states Pyromancer's Cache, Fury of... plots, Castellan of the Rock, Venemous Blade, Fear of Winter, Val, Narrow Escape, and The Laughing Storm are restricted.

The LCGFAQ2.2 states all of the above minus Laughing Storm are restricted. I can't find this banlist you are talking about. It would be great if a current ban/restricted list could be stickied at the top of the forum.
