Are there any mobile tools for searching for cards and building decks?

like an app? dont think so, but there is CARDGMEDB.COM great for building decks, there are others but cant think of them right now

lotrlcg.com works pretty well from a phone, in my experience.

As others have said, cardgamedb.com and lotrlcg.com both work great. I have not seen any specific apps though.
