Just a quick question about Freezing Rain. Can the target of Freezing Rain move it using influence, or can only the owner of the card?

Nitpicky terminology thing: There is no "target" involved with Freezing Rain. In this game, "targets" are identified because an effect specifically uses the word "choose" to indicate a card, player, etc. It may also be worth noting that since Freezing Rain blanks an attached location, the location would be the "target" of the effect, not the player who controls the location.

But enough pontificating. In answer to the main question: Like any other card, only the controller can use Freezing Rain's abilities. Other players are no more able to kneel influence to move Freezing Rain than they are of kneeling your Street of Steel to lower the cost of the next character they play.
